SDM tables R1,6 billion for services

SEKHUKHUNE – SDM mayor Stan Ramaila said they have a budget available to ensure the provision of water in the district. The mayor delivered his second budget speech at Matlala tribal authority last Friday.

Ramaila said the 2018/19 – 2020/21 medium-term budget expenditure framework takes place within the confines and limitations of the global capitalist system, limited financial resources and economic inequalities.

“In the past few years, since we assumed office, our municipality has experienced its own share of successes and failures. Notwithstanding the fact that we have stabilised the municipality, many challenges still persist.”

Ramaila highlighted they will implement a rigorous credit control policy by ensuring that revenue is collected in villages and townships that receive water such as Monstorlus, Motetema, Leeuwfontein, Mapodile and Gankwana.

“In preparing this budget a number of principles have been taken into consideration. We will prioritise key services for the provision of water and sanitation as well as the funding of contractual obligations.

“The total operating budget is R958,3 million, which increases to R1,1 billion in 2020/21. The total capital budget for 2018/19 is R651,6 billion which will decrease to R607,5 million in the 2020-21 financial year. Therefore, the total budget for 2018/19 financial year is R1,6 billion.”

Ramaila indicated that employee costs have been curbed at seven percent, pending the finalisation of the wage negotiations. The employee costs percentage to the operating budget is maintained at less than the 40 per cent required by the National Treasury.

The Office of the Mayor was allocated a budget of R34,9 million for 2018/19 financial year, which equates to four per cent of the total operating budget.

The speaker’s office has been allocated R35,2 million to, among other things, implement programmes such as council capacity building, public participation, geographic name changes and coordination of council work.

The municipal manager’s office, which serves as head of administration and is responsible for overall organisational strategy has been allocated R60,8 million to implement internal audit framework, risk management, strategic, planning, legal services and performance management.

The department of community services, which is charged with the functions of environmental health services, disaster management as well as emergency services, has been allocated R52,4 million.

Ramaila also highlighted municipal achievements on some of the projects during the last state State of the District Address, held on March 16 at Moreku Secondary School.

“We are currently erecting 750 VIP sanitation units in Fetakgomo Tubatse Local Municipality to address sanitation backlog.”
